Charles Rara shared a cabin with Fernando Pereira on the Rainbow Warrior, but was not on board the ship on the night of the bombing.
Charles was to be the ni-Vanuatu representative on the Moruroa voyage that the Rainbow Warrior was being prepared for in Auckland. He was a founding member of the anti-nuclear Vanuatu Social Concerns Committee and had been issued with a diplomatic passport by his government which wished to express its dissatisfaction with French nuclear testing in the Pacific. Charles died from cancer a few years after the sinking.
